The recipe drop rate is affected by the level of the player compared to the level of the mobs - same with some runes (*cough* *blend runes* *cough*)
My wife and I used to duo NoM past Magister Gumas for a guild daily quest, when we were about lvl 35/35, and we had recipes coming out our ears each time. We tried running there recently (at 55/50) for a friend who needs the tranquility powder recipe, and got nothing - and yet we saw three of them the first time we ran the place at lvl 35. All I could suggest is to set up an honor party with a lowbie alt or a friend and run through and see what you get.
Also, I'm not sure if this would affect the drop rate, but it could be possible that you'll be more likely to get the drop if the lowbie is an alchemist. I know some places in some games will only drop stuff if there is a person with the skill to use it, but I don't know if it is that way here.
Retired from RoM. Sorry Froggy/Runefailure. You've had years to fix this game and you failed on every level. Completely, epically failed. Until you get your poop in a pile and fix this game, I'm gone.
