Activate Runes from AV+

Where can I find them in 55-67 zones?

i think Land of Malevolence has a quite high drop rate(of blend runes), however I'm not entirely certain.

puppet warriors in the turkok puppet house thingy in limo drop them. if u are below lvl ~64 thats probably the fastest way to farm some stacks in lvl55+zones. Having a lowbie alt to farm activate runes in logar/silverspring/aslan might be faster if ur main toon is 64+ or doesnt have an aoe

Just start a honor party and farm any mob that drops it at any lvl and u will get the activate runes as if u were farming a mob ur lvl.

Yes I find that using the honor party option works well as Bilalab suggested, I have done this many times and the drop rate for runes definitely increases exponentially :)
