Addon for Low Level Quests
Is there an Addon or feature out there that allows the yellow exclamation mark to appear no matter how high your level is. I am currently trying to do all the lower lvl quests that I skipped and its getting really tiresome to click every single NPC to see if they have a quest >.<.....please help!!! Thankyou!!

On the world map you can uncheck hide low level quests, so that you can see them there. Then you can follow the quest givers. In areas where there are lots of quest givers you can cut the clutter by hiding daily quests and hiding unfinished quests.
I don't know of any addon with the functionality you want.
I just did a lot of my lower level ones and you basically have to do what KatalanOrk said. Even after you do that, the quests will only show up on the mini map, and not on screen. Jut put your mouse over the ! and it will tell you the npc name.
