Some items only bind when you wear it.
To be able to trade these items, a Bind Lifter must be bought. For items that were not "Bind on Equip" an Advanced Bind Lifter is used.
The US servers had ABL's in the Item Shop on a permanent basis but at the chapter 5 launch, the Item Shop was re-though and many items were reduced in price and some increased; some added and some removed. The ABL was removed and now only appears every few weeks as a promotional item.

You can but for very little profit. At an endgame level you raid to get gear and also sell that gear - Without being able to get an abl sent to you by another player that is after the gear your selling they have more or less destroyed the end game market. The only exception is those that buy lots of abl's durring sales, but there are not many that are able to do that.

well i just came here because the whole world of warcraft systems where down for the eu server and this is basically supposed to be a clone for wow but i guess it isn't that much of a clone if the bound items dont sell for alot at npcs like they do in wow

Being a clone of WOW is never good thing. But the items don't to NPC vendors for any real money. You will get 500-5000 gold from good item, same as you get for completely useless junk. But if it is an item worth unbinding and selling, it will sell for several millions.
That said, problem is overstated. Yes, lack of permanently available ABLs is not good and hurts the trade. But they are sold often enough to stock up when needed. It used to be that gear availability and trade shot up when ABLs were on sale and came down when the sale is over. It doesn't happen anymore all that much, and that is because (a) most people have ABLs stocked up during sales and (b) you only need ABLs one time per item, any trade of that item afterwards needs cheaper and permanently available regular Bind Lifter.
Whiny posts on forum nonwithstanding, it is not a huge issue. It is certainly unpopular with everyone, and yes, it is a really bad decision to take it out of permanent shop. But it is not as detrimental as it seems.
