Have you tried changing your in-game video settings to compensate? I recommend unchecking all of the Special Effects boxes, with the exception of "Hide effects of other players".

Let us know if this helps or makes a difference.

Sure do, but that's not the point. There will come a time when neither lowering settings will help. I believe I'm one of the luckiest guys in this game, everyone complain of a lot of problems and 9 in 10 times is about crash issues. I crash once a day only and there are some days that I don't, but the problem listed above seems to be an old issue, since there was this festival (I don't remember wich one), that tons of cows were spawned causing similar problem.

Which zone is this image from? It appears to me to be Silverspring/Varanas, but it's difficult to determine due to the angle the shot was taken from.

If it is from the Silverspring/Varanas area, I've personally never seen that particular effect.

I thought it looked familiar, but seen from an angle lower to the ground.

What I've seen is a swirl of what appear to be musical notes when the event is active, but I usually view from a somewhat higher angle than your image shows. It looks nothing at all to me like the plethora of ever-increasing cows that were closer to the Varanas rez shrine. I don't think that the issue is specific to any particular server, but I haven't checked servers other than the one I normally play on.

I have to stand by my suggestion regarding disabling most of the special effects--especially Bloom and Distort FX. Disabling those two settings may make a difference and should improve your overall framerates.

It seems was fixed on maint (I hope). I usually play @night 7PM Brazil time (GMT-3). On the day I took this screenshot was Carnival here (holiday), so I was online during day. So far is just the notes on the line of the ground.
