[Not a Bug] Bug with Gathering Encyclopedia?

Gathering Encyclopedia not working

Description:
I purchased a Gathering Encyclopedia to up my gathering skills. All gathering skills are 39ish at the moment. I used the GE overnight in my house. My skills remain unchanged. The interface _says_ it is working, but I'm not getting the skill increases.

I thought the same thing and initally the encylopedia goes all out but the higher the level the slower it goes.
I expect you are getting .01 to .05 increase when it gives you the points, so seeing it go from a level 39 to a level 40 wont be fast. At my level it takes 3 or 4 days for 1 % running 24/7.

What Eledhwen says is correct. The higher your gathering level, the slower it will go. I checked the functionality of the item and it works.
