Skill cant learn- Warougea

Hi, and a good day.

First, im sorry. my english is no so gorgeous.

Second, i need help. i sure this is a bug, but no in 100%, im new in this game, (and umm...nice game!).

I am play is US, reni server. this is a warriar (27) / rouge (1

character. the name is: Warougea
Whan i got my warriar side to level 26, i need get a new skill: Shot.
this skill cloesd. now, im a level 27, and i cant use this skill.
One more think, whan i level up to 26, i see in my chat box the skill OPEND!

And, verson 4.0.10.2519.en.

plz, this a bug? what can i do?

It is not a bug.

Shout only becomes available when you have Surprise Attack levelled up to 20. Well, I think it's 20...
