huh?

how am i suposed to report a bug anyway? gm on forums have sayd when you make a report dont give instruction on how to do it, and it says on the report a bug template that they need instruction on how to do it so they can fix it....... i need a ruling on which one is a moron and which one is not a moron in this context.
