Npc for new area

The npc to enter the new area isnt responding to me, i have spoken to Simon in the palace in Dalanis on all 3 channels with no response is this the only way to enter new area ?

I have completed all quests in Dalanis areas so not sure if its bugged or im missing something

This is on Reni server

NPC Simon doesnt work

My brother has the same problem, he is a Knight/Priest 70/61. The funny thing is it worked for me Mage/Priest 70/63. He tried all the channels, anyone know how to fix this, so he can start the quest line and enter the new area? Osha Server

This the continuation of the Magical Reconstruction line. So, if you haven't finished all the TB quests, he won't talk to you.
