Ice Fog Lost in Chapt.5

I'm a high level Priest (in one of my toons). Before Chapter 5 released

ICE FOG Skill Rank1 Rank2 and Rank3 were all available
and appeared sequentially in my skills list

After Chapter 5 released, only Rank1 is available :( while
Rank2 and Rank3 now appear separately at the end of my skills list and both
have a question-mark icon indication that they have NOT yet been learned.

Is it just me or do your Priests have the same issue?
Is this some feature of Chapter 5 or a real bug?
Do I need to submit a support ticket?

For Rank 2, you need (Requires Grace of Life +20) and for Rank 3 you need (Requires Grace of Life +30)
