Missing npc

I have the quest Lost Letter which is picked up on a tree over hanging in the new zone Ancient kingdom of rorazan at banrioch. The npc Will Kanches whom you turn it into is missing. I have used all search features to find him searched and asked other players either no one knows or wont answer if they do. It has nothing to with a corrupted install my computer specs or the like in any way so please do not suggest this as it will only hinder this situation and make me furious at you lack of reading skills and waste of my time. Please fix this issue or give the exact location of this npc Will Kanches. Please and thank you

i found him. he is back in the city where you entered right next to sirloths ghost. i had a hell of a time figuring out how to get that quest as i could see the exclamation point on my map but saw nothing, then i noticed the slanted tree and thought, well, maybe so i walked up and there was the bag. if you didnt enter the normal way, someone ported you there, he may not be there for you, he may still be in tergothen bay with a previous quest.
