No Parson or Falakens in Varanas

I have gotten 5 Crystal shards. The fine print on these shards says to hand them to Parson or Falakens. I can find both names in the world search. When I get to the spot they are supposed to be at, there is no one there. Does this happen to anyone else?

perhaps they're in CH1 like most RoM's short events.
