Set skill not working

I dont know if this has been posted on the forums yet or not but the set skill (energy restore) to recover rage, focus, and energy does not work for champions. I tried it as a c/r and it recovered energy just fine but would not recover or build rage for the champ, so i thought maybe cause i was a c/r all it would do was recover energy and maybe bugged but no i changed to my champ only no secondary class and all it said was (you receive any help from this skill) in red text across my screen. So please fix this as rage is needed to tank as a champ and since it is need to build the initial aggro on a gourp so all the eager dps dont get killed. I know that the devs said they were going to add in the set skills for the new classes later but this one should work on all classes.

PLEASE FIX.
