Meet with Vilas Katz. Can't continue quest-line.

Hello. Thanks for taking the time to ready my thread.

I'm having troubles completing the quest:
"Meet with Vilas Katz"

The main problem is that I do not have Shana Port's Secret Letter.

I have abandoned the quest several times to try to refresh the glitch. I've also visited http://tr.runesdatabase.com/quest/424573…with-vilas-katz.
