Wishing Well Dailies/Packaged Bugged?

I just did the new quests for the instance, and when I did the dailies associated with them, they took away from my count of dailies I can do a day. I expected it to be like other "special" dailies, not sure if that's intended. Additionally, when I went to open the packages I got from the quests, all I got were throwing axes, arrows, and herbs of hope. The rewards aren't even worth opening the packages for, and I feel like they were supposed to give something else. Could I get any confirmation on if these are bugs or not?

Rewards are random and some are way way valuable, although will likely drop a lot as market gets flooded. And, yeah, they do count toward dailies.

Oh, and people who have more than 3 classes are clinically insane.

When does the wishing well appear? Is it at the same time as Tempest Heights or something? I've gotten as far as getting a Darkwater Crystal and finding the NPCs, but I'm still not clear on when the NPC for the quest actually spawns.

Wishing well is at fountain in varanas. When you talk to NPC in front of fountain, you start a chain of 5 or 6 quests (two of them dailies). The quests net you wishing well packages that either give you junk or rare mats or the crystal shards that you need to collect to get legendary weapons. The legendary weapon NPC is active as well, although you can't make one without two drops from Chaos Vortex. Can see them and drool at them, though.
