A Dragon's Rage Quest (Missing Sismond)

on server Osha (US) can't finish A Dragon's Rage because Sismond is not in the area he is suppose to be, outside of Secluded Valley next to Jessie Mocliff. I am not the only one seeing this problem, other players as well. Without this quest, Magical Reconstruction questline can't be completed.
