Strongholds, Morale and Rumors NPC's Missing

Title: Strongholds, Morale and Rumors (Static Lathofrea Old Bag Quest) NPCs Missing

Description: The NPCs for the quest Strongholds, Morale and Rumors (Villagers and various versions of Adventurer NPCs) are not spawning on Reni.

Version: 5.0.4.2589

Server: Reni

Also, the last I checked the Orbs and Orb NPCs weren't spawning in Inferno Gardens either.
