There's already a half-year old thread about the damage part of Healing Shot being bugged:

But now that I've finally gotten the 60 elite (that's supposed to IMPROVE Healing Shot), there's an even more serious problem. The healing part only works 1/3 of the time. The elite is supposed to reduce recast to 4 (from

, improve crit rate, and 100% chance of mana recovery if it crits. That's all fine, seems to work. So I can cast it twice as often now, but the heal only goes off 33% of the time! I did a test, casting 100 Healing Shots on random enemies. No other people in party, no pets out, no one but me around to get healed. Didn't make any difference if I was hurt or not. Out of 100 shots, 67 didn't heal, and 33 did heal. Exactly 1/3. Now I have an undependable, bugged damage, attack.
All that work to get a 60 elite that worsens an already bugged skill.
