Mage/Warlock Level 70 Elite - Elemental Extraction

Since gaining and testing out this elite passive, I have noticed something weird going on.

The passive does not seem to have a cooldown from the skill's description, but the debuff does not appear sometimes.

Unlike the Warlock/Mage's elite skill Soul Brand which works correctly and I think Elemental Extraction should work the same way, the Elemental Extraction debuff passive skill does not refresh the debuff sometimes.

Maybe there is an internal cooldown or something is wrong in the coding which stops the debuff from being applied.

Confirming this bug. The debuff does not appear consistently.

it is very likely that the skill info is missing "this effect can only be triggered once every 20 seconds" or something like that. There are a lot of skills with similar requirements for triggering
A real sysadmin knows how to change the time.
If you make the same mistake while trying to make up for the previous one, you are doing something wrong.

As much as I'd love to say I offer consulting services, the scope of things broken is too large.

Wondering if any mentors can forward this question upwards, so at least we know if it will be fixed or a tooltip update on the hidden cooldown?
