Unable to Gather lvl 56 Ore (Rune Obsidian)

Govinda Server.
Character is lvl 55 if it matters.

I am unable to gather Rune Obsidian, but I have reached level 56 in ore gathering. I get the error "Your mining skill is not high enough to gather this." Also, I was able to buy the Rune Obsidian recipes from the vendor, so I am not sure what could be causing this.

It's because all the tooltips for this are wrong, you need level 57 to gather it.
