"Charred Souls" can't talk to NPC to complete

The Kingdom of Rorzan quest, 'Charred Souls', can't be completed because the receiving NPC won't open a dialogue.

Osha server, all channels.

Not sure if it is your problem or not, but has worked on another toon. Figured out it was add-on that was interfering. moved add-on folder to desktop, re-logged and was able to talk, complete quest, then stuck add-on folder back in. One of these days may even figure which one it was...but meh.
