The Climatologist quest seems to be bugged.

I recieved the quest The Climatologist in the new zone and went to all 3 locations marked. I go to use the quest item and I get requirements not met. I have tried every combination I can think of and still get the same message.

IN order to complete this you need to run around in the fog and explore its areas. As you "open" it up they will become completable. I could not get it to work at first either but then I went to the fog area and looked around a little bit and was able to complete spots 2 and 3 but not 1. I went back to fog and explored more then spot 1 was completable.
