Runes of Magic US / AU

id been checking since 1pm aus time till about 10pm, and there was nothing. looked on the forums here, and they said something about PDT, so i looked that up and found out that apparently the event was halfway through, so i logged on, aaand nothing.

Can anyone confirm the times the promo actually appeared and disappeared from the Shop on Thalia?

I can't confirm for thalia. I can however copy the US server post on the website for the sale: You can find this daily special in the Item Shop under Hot Sales on Wednesday, the 25th of September 2013, from 1:00pm to 11:59pm PT.

I will first start by saying the Actual sale started AT LEAST 1 hour before 1:00pm "PDT" (assumed PDT since EVERYTHING is always pdt, not pt as the official news/post states). I will then inform you that at some point today, I know for a fact that the item shop sale had "Remaining 00:11:17:XX " for the sale items. Last I checked 1pm until 12 is 11 hours, and 00:11:17:XX is more than 11 hours. So there is a clear discrepency between the "official info" and the "real sale length and real start times". The one thing that IS correct is the end time -- both item shop and "official information" say the sale ends at 11:59pm PDT. I shall take screen shots in the coming days to see if anything similar pops up on a different sale.

the promo didnt appear at all in thalia that i saw, and i asked around, noone i talked to had seen it, and we were all looking for it

Only response I have to that is....well...../Item Shop Fail

On Thalia the advertised special for Thursday also did not appear afaik, it certainly was not at or near the times given. I must admit though that on Thalia it is very rare for anything to be at the given times.
