You CAN shut off most effects of other players by hitting ESC-->Video & Audio Settings and then checkmarking Hide Effects of Other Players, then Accept.
I do not know or think that it removes the Fire Training Effect (the main topic of this thread) but it will remove other visual effects caused by player skills and casts (such as the visual effect of Thunderstorm).
There ARE situations when you might not want to remove those effects--such as in Siege, you're a Rogue, and you want to know where that Mage is T-storming. But in Instances, removing player effects can make a huge difference in reducing video lag--which is the main problem here.
But, as Yrcanos has mentioned, let's not discuss or otherwise promote Other Ways to do this which are violations of the EUALA and/or the ToS, mmmkay? You will NOT enjoy the outcome.
