I see the fact that the Dragon set is bound-on-craft can be annoying, but I don't think it is relevant here.
Back then you could actually fairly easily level the craft to make the Dragon set yourself. So bound-on-craft was not an absurd idea.

The mats needed for the Dragon set were quite special - had to be farmed in a bit complex way. The whole idea was that it is a special set which is not to be obtained easily. So bound-on-craft was not an absurd idea.
Since then things have changed. Leveling crafting to the level requried to make the newest craft items takes huge amount of time and resources. Even if you speed up the first bit by during the crafting festival. You really cannot assume that a healer will level her blacksmithing to 87 just to make the healer's shield. If these items are bound-on-craft no one will make them. You can as well remove these items from the game altogether...
For a long time now the structure has been: there are really good items you can get from HM instances, and considerably worse but reasonable items from craft. For many the items from craft were a way to start gearing up, a way to gain the entrace to the instances, step-by-step. That's also why you can buy the mats for memos - the idea for a long time now has been that these items are worse than instance items, but instead they should be relatively easy to obtain. Making craft items bound disables this pattern altogether. It's bad.
Also, because ppl are always making alts who need gear, and first gear was from craft: there was a market for top crafted gear. So even though leveling craft is such a painful, resource- and time-hungry process, ppl invested these resources, time and effort, forseeing possible (small but predictable) benefits. With craft items bound - the price of bind-lifter is higher than the value of the item itself. Again - no one will be making/buying these items. To suddenly change things this way is simply not fair to those who focused on leveling the craft.
Imho, it's simply a mistake. A bug introduced by accident. Does not matter from what angle you look - making newest craft items bound does not make sense (and is actually positiely harmful for the game imho).
Just fix this, pls.
