Description: Not completely sure if its a bug but I am not able to manually level my skills, any time I level and open skill list, TP is automatically distributed to a skill/skills

this sounds like it could possibly be addon interaction. are you sure you are not running any addons that would do this (off the top of my head the only one i know of is altsync, but there are likely others)?
