Rogue Mage Elite Skill "Vengeance Sting" semi-broken

r/m elite skills 'vengeance sting' semi-broken.
Description:
When the r/m has enchanted throw on, if he takes damage, he reflects %dps damage. This works fine in arena, duels, and in instances. In siege war, however, it will not proc when the user is hit by a critical hit. This used to be the case everywhere. In arenas, duels, instances. That was fixed a year ago, but the problem still persists in siege war.

TL: DR; vsting procs 100% correctly everywhere except siege war. If user is hit by a critical attack, vengeance sting does not proc.
