Focus and Energy Regen Rates

Title: Focus and Energy regen rates may be incorrect.

Description: Just a report to remind grimthar to look into it more, per his instructions :)

Energy:
20/2sec out of combat, running
20/2sec out of combat, standing
15/2sec in combat, running
15/2sec in combat, standing

Focus: (<--the bigger concern of this report)
10/3sec in combat, standing (<--concern)
3.3/3sec in combat, running (<--concern)
15/3sec out of combat, standing
4/3sec out of combat, running

Server: palenque and govinda and reni confirmed(though i would bet dias it's the same on all the servers, but...eh)

Well it's been almost two months/had two bug fix patches. Scouts are still getting 1/3 less focus in combat (when standing still--10 vs 15). That's a fairly significant bug. I can't even imagine the outcry if this was a rogue energy issue. I guess us scouts that are left have grown numb. Although I would like confirmation that this is a bug and not a stealth nerf.

Few things to that:
a) There are many bigger Problems for this class then the regen rates
b) a comparison between Rogue and Scout is not the best
- Rogues need for most of their Primary damage skills Energy(all except Throw/Combothrow afaik), Scout's don't (Wind Arrows/Vampire Arrows)

-> So i would say this is more a balancing issue than a real bug

Warlocks use focus.. I wish the regeneration was faster.

It does affect rogues. Instead of 20 energy, it's 15 in combat.
