[reported] S/K Healing Shot no longer healing at all

Title S/K Healing Shot no longer healing at all

Description:After last patch (6.3.0.2742.en) Scout/Knight Healing Shot no longer heals at all. Ever. Kind of bummed since it had finally been fixed.
