Rune Overload Initial Cost too high

Title:Rune Overload Initial Cost

Description: The champion skill, Rune Overload, has a 15 rage cost to activate, and then drains 15 rage per second while active. It starts this at time 0. That is to say, the instant you activate the skill, you lose 30 rage. The 15 rage per second cost should only start after the first second, not at time = 0.
