[reported] Franco Pirate Guard card not dropping in Salioca Basin

Title:

Description: Franco Pirate Guard card not dropping in Salioca Basin. 3 card farmers including Merxst from Artemis have killed well over 5000 mobs with drop rates that should have given each a card drop, but that hasn't happened. Put hours into getting this card which appears to be broken
