crafting expansion

Title:
Using an expert ticket to raise mining from 40
Description:
I do not get the quest from the dude in Varnas East. Also the dude in Heffner don't work either
I believe its because I had mining at 60 way back before I understood the restrictions,
So I had to unlearn mining. Now it wont let me relearn .

There my be something else wrong here, possibly. I had my wood cutting skill over 60 then dropped it down to 60 to raise another skill. Today I used a crafting expansion ticket to raise it above 60 again. The Npc in Dalanis did not have the quest to raise wood cutting until after I right clicked on the expansion scroll(this was a master expansion.) I have since raised my wood cutting level to 62

it is probably only a problem for level 40.
I didn't have a problem with raising my alchemy from 40 using the tickets but I never unlearned alchemy.
Mr Diggs in Varnas East however has the same grey ! mark and all the same options as the woodcutter and herb dude beside him have even though I am technically a 80 woodcutter and 100 herblist, and a 40 miner (reduced form 60). Heffner dude doesn't work either. I am a little hesitant to use another expert ticket if it will just go to waste. I used the last one up on alchemy though I wanted to use it on mining.
