Demon Under The Skin

Am I doing something wrong with this quest? I went to te marked spot on map, used the "Voidal Energy Decoy Grenade several times but nothing happened? Is there any other condition to make this Eagle Eye spawn?

If I remember correctly, you use the grenades on Eagle Eye when he appears. He appears after you kill a few of the mobs around that immediate area.
